Infrastructure: Add "EU-Sovereign" Deployment Option (Hetzner Integration)

European users may be hesitant to use Globe because out underlying infrastructure is US-owned.
Feature Request:
Add an option to deploy Globe projects to Hetzner (or similar strictly EU-owned providers) to ensure full Data Sovereignty.
